Mukhtar Latif is an internationally recognized housing and urban development leader with more than 30 years of experience across the public, private, and non-profit sectors. He is known for delivering complex, large-scale housing initiatives spanning workforce housing, regeneration projects, modular construction, and housing for vulnerable populations.

Prior to co-founding Crosswalk Communities, Mukhtar served as Chief Housing Officer at the City of Vancouver and Founder and CEO of the Vancouver Affordable Housing Agency (VAHA), where he led the planning and delivery of a significant pipeline of non-market and mixed-income housing projects. His work focused on accelerating delivery, structuring partnerships with senior governments and the private sector, and advancing innovative development and procurement models.

Earlier in his career, Mukhtar held senior development and executive roles in the United Kingdom, where he led major regeneration and affordable housing initiatives, managed large housing portfolios, and worked extensively with public funders, local authorities, and community partners. Over his career, he has overseen the development or planning of more than 5,000 homes and managed over £1 billion in housing assets.
